RICS Home Survey Level 2 (HomeBuyer Report)
The RICS Home Survey Level 2, previously known as the HomeBuyer Report, is most suitable for conventional properties which are in a reasonable condition and built with standard construction methods.
The RICS Home Survey Level 2 (HomeBuyer Report) follows a standard format set by the RICS and aims to enable clients to:
Take account of any repairs or replacements the property needs
Consider what further advice you should take before committing to purchase the property
Make an informed decision on what is a reasonable price to pay for the property (if a market valuation is chosen to be included).
RICS Home Survey Level 3 (Building Survey)
Previously called a ‘Structural Survey and later a Building Survey’, the RICS Home Survey Level 3 is essential for larger or older properties, or if you’re planning major works. This is the most comprehensive pre-purchase report and it will provide you with an in-depth analysis of the property's condition. The RICS Home Survey Level 3 will:
Help you make a reasoned and informed decision when purchasing the property, or when planning for repairs, maintenance, or upgrading the property
Provide detailed advice on the condition
Describe the identifiable risk of potential or hidden defects
Where possible and previously agreed, provide an estimate of costs for identified repairs, and
Make recommendations as to any further actions or advice which needs to be obtained before committing to purchase.
An RICS Home Survey Level 3 doesn't include a market valuation as standard, however, this as well as a reinstatement cost assessment can usually be provided if required.
RICS Valuations
An RICS valuation provides an independent and professional assessment of a property’s value, undertaken by an RICS Registered Valuer with MRICS or AssocRICS status, in accordance with the RICS Valuation – Global Standards (the Red Book).

Reinstatement Cost Assessments
A reinstatement cost assessment is an evaluation conducted to estimate the cost of rebuilding or reinstating a property in the event of damage or destruction.
A reinstatement cost assessment helps owners and insurance companies determine the appropriate level of insurance coverage needed to rebuild a property in case of a total loss. It takes into account factors such as the size, type, and construction materials of the building, as well as the current construction costs in the specific location.
At Navah Consulting reinstatement costs assessments are completed using up-to-date BCIS (Building Cost Information Cost) data.

Step 1 - Consultation and Quotation

We confirm key details such as property type, age, size and intended use of the report (for example, purchase, probate, Help to Buy, insurance or taxation).
Following this, we provide a clear written quotation outlining the scope of service, reporting format, timescales and fees, ensuring complete transparency from the outset.

Step 2 - Pre-Inspection Investigations
Before attending site, we undertake preliminary research to build context around the property. This may include reviewing sales particulars, planning history, title information (where available), mapping data and market evidence.
This preparation allows the inspection and assessment to be focused, proportionate and aligned with the purpose of the instruction.

Step 3 - On-Site Inspection
A thorough inspection of the property is undertaken in accordance with the relevant RICS standards applicable to the service instructed.
All accessible elements are reviewed, with observations recorded in relation to condition, construction, risk and overall presentation. Where required, measurements are taken and supporting data gathered to inform valuation analysis or rebuild cost calculations.
The inspection is tailored to the nature of the report being prepared, ensuring the advice is proportionate and appropriate.

Step 4 - Reporting and Close-Off
Following inspection and analysis, a clear written report is prepared and issued electronically, typically within a few working days.
Reports are structured, evidence-based and aligned with RICS professional standards. They set out findings, conclusions and practical recommendations in straightforward language.

When obtaining a mortgage, the lender will usually carry out a site-based valuation to confirm the property is suitable security for lending.
This valuation is not a survey and is not intended to assess the condition of the property. It is often brief (sometimes 15–20 minutes), and you may not receive a copy of the report.
If you wish to understand the condition of the property, identify defects and potential repair costs, you should instruct a separate RICS Home Survey Level 2 or Level 3.

This depends on the age, type and condition of the property, as well as whether it has been significantly altered.
A RICS Level 2 (Home Survey) is generally suitable for more modern properties of standard construction that appear to be in reasonable condition and have not been heavily extended or altered.
A RICS Level 3 (Building Survey) is the most comprehensive inspection and is recommended for older properties, properties in poor or altered condition, or those of non-standard construction.
